Parens patriae

As an aspect of the social contract between a state and its citizens, the state adopts a role of protector to the weaker and more vulnerable members of society. In public policy terms, this is the policy of parens patriae.

The trouble is the parent (Political Power) can be a Bully. They will use force to coerce the incapacitated to try and make them do something they do not have the capacity to do. In the Psi Cops (Millon pseudo science psychiatry) they will condemn the citizen (invalidate them). They may even use Christinanity or other religions as an authoritarian world view. They live in Ivory Towers.
